FISCAL NOTE

This bill contains an appropriation of $1,050,000 from the BUDGET RESERVE ACCOUNT.

This bill contains an appropriation of $16,000 from the GENERAL FUND.

Description of Expenditure Increase:

The proposed legislation provides for total non-administrative expenditures of one million fifty thousand dollars ($1,050,000.00).  Of that total, seven hundred fifty thousand dollars ($750,000.00) is allocated for a Magnet Hospital certification grant program for up to three (3) qualified hospitals submitting successful bids, each of which could receive up to two hundred fifty thousand dollars ($250,000.00) over the course of the grant period.  The program also allows for one hundred thousand dollars ($100,000.00) for a technical assistance contractor to assist the awardees.  Another two hundred thousand dollars ($200,000.00) is allocated for a grant program for Critical Access Hospitals that has similar objectives but is not specifically for Magnet Hospital certification.

Assumptions:

The proposed legislation, in regards to the Magnet Hospital certification grants, places a deadline for completion of five (5) years.  Actual grant expenditures for all grant funds each fiscal year would depend upon the number of hospitals awarded, the activities and timelines of their proposed work plans and associated budgets, and the progress made on those work plans.  Technical assistance expenditures depend upon the number of hospitals awarded and the technical assistance Contractor’s proposed work plan, its timeline and associated budget.
