Assumptions:

 

This bill allows for federal background checks on licensees and any costs associated with that will be passed on to the licensees.

 

Each background check requires submission of fees for processing. By statute, the fee for the state check is $15.00 (W.S. 7-19-108), and the fee for the federal check is $24.00. The state fee is placed in the General fund while the Federal Bureau of Investigation (FBI) bills the Division of Criminal Investigation (DCI) on a monthly basis to collect the federal fee. While a state can opt to conduct state checks only, the FBI check cannot occur without a state check having first been conducted.

 

The above estimate is based on information provided by the Wyoming Pari-mutuel Commission. According to the Commission, an estimated 15 to 20 fingerprint-based background checks would be sent to DCI annually if this bill is enacted.

 

Each non-criminal justice background check requiring both a state and federal check takes approximately 35 minutes to complete all steps.  Assuming 20 background checks per year, it would only result in approximately 12 more hours of work. An increase this small would not have a significant impact on DCI’s workload.
