The fiscal impact (revenue increase and expenditure increase) is indeterminable.

 

Source of potential revenue increase:

     1)  $300 application fee for recreational vehicle special sales permit

     2)  $50 additional fee for two temporary recreational vehicle demo plates

     3)  $5 additional fee for ten temporary permits for issuance to purchasers of recreational vehicles

 

Assumptions:

 

The number of events held each year and the additional temporary plates and permits are indeterminable; however, the Department of Transportation (DOT) does not believe that the revenue generated from these events will be significant.

 

Source of potential expenditure increase (DOT):

 

Administration of the issuance of temporary recreational vehicle display and sales permits and issuance of temporary demo plates and permits.

 

Assumptions:

 

The Department of Transportation is currently staffed to issue and administer said permits and plates.  In addition, the Department of Transportation does not believe the cost for these activities to be significant.

Source of revenue increase from the Attorney General's Office:

 

Each background check requires submission of fees for processing.  By statute, the fee for the state check is $15.00 (W.S. 7-19-108), and the fee for the federal check is $24.00.  The state fee is placed in the state General Fund while the FBI bills the Division of Criminal Investigation on a monthly basis to collect the federal fee.  While a state can opt to conduct state checks only, the FBI check cannot occur without a state check having first been conducted.

 

Assumptions:

 

The fiscal impact review is based on information provided by the Wyoming Department of Transportation to the Attorney General's Office.  The estimate is up to five out-of-state recreational vehicle license applications per year may be received.

 

Potential expenditure increase (Attorney General):

 

Each non-criminal justice background check requiring both a state and federal check takes approximately 35 minutes to complete all steps.  Assuming five background checks per year, the tasks would only result in approximately three more hours of work.  An increase this small would not have a significant impact on DCI's workload.
