FISCAL NOTE

This bill contains an appropriation of $602,800 from the GENERAL FUND to the state superintendent of public instruction.

The Department of Education’s 2007-08 budget as recommended by the Joint Appropriations Committee includes funding for two positions to implement the Hathaway Scholarship.  These positions can work with the districts on the testing.  The costs of the test is estimated to be $44 per 11th grader.  The average number of 11th graders in the state of Wyoming during the period 10/1/02 through 10/1/04 was 6,650.  Of the total reported homeschoolers (2,287), we estimate 191 eleventh graders.  Assuming that there might be another 9 private school 11 graders, we estimate a total of 6,850 students per year. The total annual testing cost is estimated at $301,400 (6,850 x $44 = $301,400).
