FISCAL NOTE

 

The fiscal impact, in the form of increased school district recapture payments to the School Foundation Program Account, is indeterminable.

 

The fiscal impact is contingent upon passage of the resolution in the November 2006 general election. If approved in the general election, the fiscal impact is dependent upon enabling legislation passed during the 2007 legislative session.

 

It is assumed that the legislature would enact enabling legislation in the 2007 general session, required for implementation.  Such legislation would govern processes and logistical considerations of implementation and thus would directly impact the amount of revenue increase depending on the timing and other provisions. The first year of fiscal impact resulting from this constitutional amendment is estimated to be school year 2007-08.

 

Note- The fiscal impact is also dependent upon recalibration of the Wyoming cost based block grant funding model, to be addressed in the 2006 budget session.

In addition, the Secretary of State's Office will experience an expenditure increase of about $18,000 in FY07 for statutory publication costs, based on historical data.  This cost is the same for all joint resolutions of this type, assuming the length of the statement on the proposed amendment is roughly the same.  Information provided by Pat Arp, Secretary of State's Office, phone:  777-5333.
