Catch Title: Alcohol without liquid.

Subject: Prohibits possession, purchase and sale of alcohol without liquid devices that is a device, machine, apparatus or appliance that mixes alcohol liquor with pure or diluted oxygen to produce an alcohol vapor that an individual can inhale.

Summary/Major Elements:

· This bill:

o Prohibits possession, purchase and sale of alcohol without liquid devices;

o Allows for the use of alcohol without liquid devices for hospitals, state institutions, private colleges or universities and pharmaceutical or biotechnology companies which are conducting bona fide research;

o Violators are subject to a misdemeanor with a fine of up to two hundred fifty dollars ($250.00) for the first offense and not more than seven hundred fifty dollars ($750.00) and imprisonment for not more than six (6) months, or both for a second or subsequent offense;

o Provides that all alcohol without liquid devices in Wyoming will be confiscated, and after a hearing to determine if it is in fact an alcohol without liquid device, will be destroyed.
