     Section 316.

 

(a) There is appropriated ten million dollars ($10,000,000.00) from the budget reserve account to be used exclusively for the purchase of library materials, including electronic materials and subscriptions, to be distributed as follows:

 

(i)  Two million seven hundred fifty thousand dollars ($2,750,000.00) to the Wyoming state library for deposit in the trust and agency account for distribution to the boards of county commissioners of each county for support of the county libraries as follows:

 

(A)  Eighty-three thousand three hundred thirty-three dollars and thirty-three cents ($83,333.33) to each county;

 

(B)  Eight hundred thirty-three thousand three hundred thirty-three dollars and thirty-three cents ($833,333.33) to be distributed among the counties in the proportion that the county population bears to the total state population as determined by the most recent decennial census;

 

(C)  The funds provided in paragraph (a)(i) of this section shall not revert at the end of the biennium.

 

(ii)  Two million fifty thousand dollars ($2,050,000.00) to the Wyoming community college commission to be distributed on an application basis to support the community colleges' curriculum and outreach efforts.  A committee of community college library personnel shall develop the application and selection criteria and make the grant awards.  Each of the community college presidents shall appoint one (1) member to the committee and the president of the Wyoming community college commission shall appoint the chairman of the committee from these appointees.

 

(iii)  Five million two hundred thousand dollars ($5,200,000.00) to the University of Wyoming for the purchase of library materials to be eligible to reapply for admission as a member of a consortium of university libraries known as the Greater Western Library Alliance in the summer of 2008.  This appropriation shall not be included in the University of Wyoming’s block grant.

 

(b)  A county, community college or the University of Wyoming shall not be eligible for the funds appropriated under this section if the county, community college or the University of Wyoming uses the funds to reduce existing funding for its library.

 

(c)  The Wyoming state library, the Wyoming community college commission and the University of Wyoming shall each report to the joint education interim committee by October 1, 2007 regarding the use of the funds and their effectiveness in enhancing existing library services, promoting collaboration between the community colleges and the University of Wyoming in the use of library resources and improving library quality for their users.  In addition, the University of Wyoming shall report on its efforts to prepare for reapplication to the Greater Western Library Alliance and identify what further actions are necessary to successfully apply for membership in the Association of Research Libraries by the summer of 2010.".

     Section 316.

 

(a)  There is created the select committee on local government distributions.  The select committee shall study current state revenue distributions to local governments and propose and sponsor legislation to equitably distribute state revenues to local governments.

 

(b)  The select committee shall consist of ten (10) members as follows:

 

(i)  Five (5) members of the house of representatives, appointed by the speaker of the house, with not more than three (3) members from the same political party.  One (1) of these members shall be appointed by the speaker to serve as cochairman of the select committee;

 

(ii)  Five (5) members of the senate, appointed by the president of the senate, with not more than three (3) members from the same political party.  One (1) of these members shall be appointed by the president to serve as cochairman of the select committee.

 

(c)  State agencies shall provide information and other support to the committee as requested.  The legislative service office shall staff the committee.  The committee shall meet and shall report its findings and proposed statutory changes not later than October 1, 2006.

 

(d)  Members of the select committee shall be compensated for attendance at legislative committee meetings as provided under W.S. 28-5-101.

 

(e)  There is appropriated from the general fund to the legislative service office twenty-five thousand dollars ($25,000.00) to be used for funding the select committee.

 

(f)  The select committee shall terminate as of December 31, 2006.".

(i)  Identify and enumerate those species for which there is insufficient data;

 

(ii)  Identify efforts to investigate multiple species rather than single species projects;

 

(iii)  Incorporate the human, financial or technical resources of multiple partners;

 

(iv)  Identify current status in terms of species rarity;

 

(v)  Identify and investigate species that have geographic similarity.

 

(b)  The Wyoming game and fish department shall report the results of these contracts to the joint travel, recreation, wildlife and cultural resources interim committee no later than December 1, 2006 and December 1, 2007.".
