JOINT JUDICIARY INTERIM COMMITTEE

Initial Budget Approved: $25,000

 

Topic #1:          Sex Offenses Against Minors.

 

This topic would include issues relating to penalties, treatments, offender management, including tracking of offenders, assessment of risk  and registration requirements.  Recent national events relating to violent sex offenses against minors has made this a major issue for many states. Numerous bills considered by the Legislature during this Budget Session to address sex offenses against minors failed, leaving significant concerns unresolved.  The Wyoming Supreme Court has expressed concerns with the constitutionality of the indecent liberties provision in Wyoming law, W.S. 14-3-105. 

 

 

Topic #2: Reports and policy decisions on topics from various judicial or executive working groups.

 

Various executive and judicial committees, councils and private working groups have been meeting, and are continuing to meet, on issues important to the state.  Those groups are considering issues affecting:  1) the executive branch, including juvenile justice, child support enforcement, the federal Deficit Reduction Act and oversight of the destruction of controlled substances, authorized by 2006 HB151; 2) the judicial branch, including court security, problem-solving courts and judicial retirement;  and 3)  private groups working on public policy issues, including proposed changes to the Uniform Trust Act and the creation of unitrusts.  The Committee will assign Committee members to act as liaisons to some of the executive and judicial branch committees to remain apprised of those committees' activities and any potential legislation that may be presented to the Committee.  The liaisons will attend meetings of the various groups and report back to the Committee.  Other working groups will present reports and potential legislation to the Committee for its consideration.

 

Topic #3:          Eminent Domain.

Topic #4:          Lien Statutes/Probate Code. (Topic Assigned by Management Council)

 

Review, evaluate and update the lien statutes and the probate code.
