JOINT LABOR, HEALTH AND SOCIAL SERVICES INTERIM COMMITTEE

Initial Approved Budget: $30,000

 

Topic #1:          Prevailing Wage [Topic Assigned by Management Council].

 

Review prevailing wage determination issues in the department of employment and other agencies.

 

Topic #2:       Workforce Development.  [Note: this topic was reassigned to the Minerals Committee by Management Council]

 

Topic #3:     Emergency Medical Response. 

 

The volunteer emergency response system is an essential gateway to the medical care system.  The committee has been notified of problems such as unreliable funding and a shortage of qualified personnel.  The committee will investigate and develop appropriate legislation to assure the availability and quality of the emergency response system in the state's communities. 

 

Topic #4:     Dental Care. 

 

The committee has been advised that quality dental care is effectively unavailable to many citizens of the state, leading to otherwise preventable health and social problems.  The committee will investigate ways to enhance the availability of dental care and the adequacy of coverage and reimbursement rates under state-funded health plans.

 

Topic #5: Develop appropriate legislation to respond to the numerous reports required by law to be given to the committee.  Among the reports the committee will be receiving that may generate legislative activity are:

 

(a)     Wyoming Healthcare Commission studies, including reports on the availability and cost of health insurance, the restructuring of the Medicaid benefit schedule (SF0048) and medical specialty centers (SF0057);

(b)     Select committee on developmental programs final report (HB0008);

(c)     Department of Education/Developmental Disabilities Division report on developmental preschool funding (HB0012);

(d)     Department of Health report on childhood immunizations (HB0036);

(e)     Quality child care oversight committee report (HB0092);

(f)     Department of health report on health care errors (2005 SF0113);

(g)     Department of Employment public works apprenticeship report (2004 HB0098);

(h)     Department of Health drug court report.

 

Topic #6:          Prevailing Wage. (Topic Assigned by Management Council)

 

Study the effects of co-employee liability immunity in relation to the case of Bertagnolli vs Lauderback.

 

Topic #7.     Minor Studies:

 

(a)     Technical corrections to recent major program legislation sponsored by the committee.

 

(b)     Possible legislation to limit or prohibit the exclusion of health insurance coverage for claims related to the insured's participation in clinical trials.

 

(c)     Monitor and respond as necessary to any unanticipated federal law/regulation changes that affect the committee's jurisdictional subjects.

 

(d)     Workers' compensation and unemployment insurance technical corrections.
