Call To Order

Co-Chairman Lockhart called the meeting to order at 8:00 a.m.  The following sections summarize the Committee proceedings by topic.  Please refer to Appendix 2 to review the Committee Meeting Agenda.

 

Executive Summary

The Committee discussed, amended and then postponed all the draft bills to the next meeting.  Senator Townsend and Representative Samuelson chaired portions of the meeting.  Senator Hawks and Representative Hinckley were absent from the meeting and were therefore absent for all votes.

 

 

Department of Environmental Quality leaking underground storage tanks

Proposed Legislation – 07LSO-0031.W4– Storage tank remediation program.

Senator Vasey moved the draft bill seconded by Representative Harvey [Appendix 3].  John Corra, Director, Wyoming Department of Environmental Quality (DEQ), LeRoy Feusner, Solid and Hazardous Waste Administrator and Jim Uzzell Administration Administrator presented information regarding DEQ's storage tank program [Appendices 4 through 7]. 

 

Following discussion, including discussion of timely information, and amendments, the Committee voted 11 for and 3 absent to postpone this bill to the next meeting [Appendix 8].  In addition to Senator Hawks and Representative Hinckley, Representative Hammons was absent for the vote.  

 

Wyoming Pipeline Authority

Proposed Legislation – 07LSO-0166.W2 – State engagement in pipeline works.

Mark Doelger, Chairman and of the Wyoming Pipeline Authority (WPA) presented a white paper on carbon dioxide [Appendix 9]. 

 

Senator Jennings moved the draft bill [Appendix 10].  The motion was seconded.  After discussion and amendments, the Committee voted 12 for and 2 absent to postpone the bill to the next meeting [Appendix 11]. 

 

Wyoming Infrastructure Authority

Proposed Legislation – 07LSO-0167.W2– State engagement in transmission lines and energy facilities.

Steve Waddington, Executive Director Wyoming Infrastructure Authority (WIA) presented comments to the Committee [Appendices 12 and 13] and Rob Hurless, Energy and Telecommunications Policy Advisor for Governor Freudenthal updated the Committee on promising energy resources.

 

Senator Jennings moved the draft bill [Appendix 14] seconded by Representative Harvey.  After discussion and one (1) amendment, the Committee voted 12 for and 2 absent to postpone the bill to the next meeting [Appendix 15]. 

 

Incentives for new projects/new technologies and continuity of existing industrial facilities

Proposed Legislation – 07LSO-0168.W2– Industrial facilities.

Proposed Legislation – 07LSO-0169.W2– Clean coal technology.

Wendy Lowe representing the Wyoming Mining Association, Bob Tarantola with PacifiCorp and Rick Kaysen with Black Hills Power and Cheyenne Light Fuel and Power, presented information on incentives for clean coal technology and existing industrial facilities [Appendices 16 and 17]. 

 

Representative Quarberg moved the draft bill on industrial facilities [Appendix 18] seconded by Representative Brechtel.  Following discussion and amendments, the Committee voted 12 for and 2 absent to postpone the bill to the next meeting [Appendix 19].

 

Senator Jennings moved the draft bill on clean coal technology [Appendix 20] seconded by Senator Townsend.  Following discussion and amendments, the Committee voted 12 for and 2 absent to postpone the bill to the next meeting [Appendix 21].

 

Wyoming Tourism Board

Proposed Legislation – 07LSO-0170.W3 – Wyoming Tourism Board.

Tucker Fagan, Chief Executive Officer Wyoming Business Council and Gene Bryan, Chairman of the Wyoming Tourism Board provided background on the Tourism board and its current status [Appendix 22]. 

 

Senator Jennings moved the draft bill [Appendix 23] seconded by Representative Harvey.  Following discussion and amendments, the Committee voted 12 for and 2 absent to postpone the bill to the next meeting [Appendix 24].

 

Workforce training and development

The Committee received information from Senator Boggs [Appendix 25] and the Wyoming National Guard Youth Challenge Program [Appendices 26 through 28].  Kathy Emmons, Director of Workforce Services updated the Committee on services provided by her department.

 

Community Assistance for Energy Impacts

Lynne Boomgaarden, Director of the Office of State Lands and Investments and Brad Miskimmins, Director of Grants and Loans presented their draft rules and an explanation of the funding provided to impacted communities [Appendices 29 through 33]. 

 

Reports, updates and public comment.

Report # 354 from 2005.  Robert Tompkins, Education and Taxability Manager, Department of Revenue presented the Department of Revenue Report on Use of the Manufacturer's Equipment Exemption and information from the Department of Revenue [Appendices 34 through 36].

 

Report # 537.  Rick Miller, VP for Governmental, Community & Legal Affairs and Dr. Carol Frost presented the report on the University of Wyoming School of Energy Resources Center [Appendix 37].

 

Workforce housing infrastructure - update

Co-Chairman Lockhart updated the Committee on the efforts of the Subcommittee and provided information on the Jackson Hole Community Housing Trust [Appendix 38].

 

public comment

Dave Johnson with the Wyoming Bankers Association (WBA) asked the Committee for a clean up bill on language passed last year.  The WBA will provide LSO staff with draft language for a bill for the next meeting.

 

Meeting Adjournment

The next meeting was scheduled for November 27 and 28, 2006 in Casper.  There being no further business, Co-Chairman Lockhart adjourned the meeting at 5:00 p.m.
