"(viii) When paying the premium for a subcontractor covering the employees of the subcontractor, the operator of a controlled insurance plan is acting as agent for the subcontractor. The operator shall recover the cost of the premium from the subcontractor by billing the subcontractor, by informing the subcontractor that the cost of the premium will be paid by the operator and the lack of this cost should be reflected in the subcontractor's bid or as otherwise agreed between the operator and the subcontractor.".
