FISCAL NOTE

 

 

This bill will authorize federal level background checks for the hiring of employees and use of volunteers.  Currently in the Military Department, only the Youth ChalleNGe Program will use the background check authorization for its dealings with minors.  The Military Department is already submitting and receiving in-state background checks for the Youth ChalleNGe Program.

 

No additional funding will be provided to the Youth ChallenNGe Program for this requirement from the federal government.  This program has a fixed and hard matched budget of 60% federal funds and 40% state funds.

 

There is a $24 charge for the federal level check authorized in this bill.  The calculation of the cost for authorized levels of staffing and student capacity is $24 for 225 checks annually equaling $5,400.  While this is an additional cost above what is occurring now, this additional amount will be paid for out of the existing budget.

 

 

 

On its own, this bill will not result in a significant revenue increase from fees or require additional personnel and/or funding.  However, passage of multiple bills of this type may result in a cumulative administrative impact to the Attorney General’s Office.
