FISCAL NOTE

 

This bill contains an appropriation of $6,000,000 from the BUDGET RESERVE ACCOUNT to the State Land Board.  This appropriation is effective immediately.

 

The above appropriation is to fund the purchases of state lands by the Department of State Parks & Cultural Resources (State Parks) and the Game & Fish Commission. This transfer shall be by sale at an appraised value. It is estimated that the above appropriation will be distributed to the following funds in the following dollar amounts:

Assumptions:

 

Fort Phil Kearny State Historic Site is currently less than 20 acres of land in size and has no hiking or camping facilities.  The acquisition of these additional lands will allow State Parks to manage and interpret all of the historic military facilities associated with Fort Phil Kearny and develop hiking and camping facilities.  State Parks projects an increase in visitation and now will be able to offer camping at Fort Phil Kearny as a result of this acquisition.  State Parks is already managing the lands to be acquired at Sinks Canyon State Park, Curt Gowdy State Park, and Independence Rock State Historic Site. Therefore State Parks projects no increase in visitation or revenue from these acquisitions.

 

Currently, State Parks has three state land leases. The purchase of these properties will decrease annual lease revenues to the Common School Land Income Fund by $10,859. There will also be a corresponding decrease in General Fund expenditures, as this purchase will eliminate $10,859 in lease payments from State Park’s standard budget.
