FISCAL NOTE

The fiscal impact is indeterminable.

Pupil transportation among the 48 school districts is reimbursed through the School Foundation Program.  The Department of Education cannot determine, at the present time, if this bill would cause an increase to the districts’ pupil transportation costs.

Assumptions:

It is assumed that under this bill, the districts would have to hire more bus drivers or reassign driving duties to other drivers (from those drivers who would exceed the limitations).  It is anticipated that the most impact will be on activity trips, but it is assumed there will also be some impact on school bus routes to and from school.

Information is not collected on activity trip driving times so there is no way to estimate additional costs to the districts. This would increase costs to local districts which would be reimbursed at 100% by the Foundation Program.
