Source of revenue decrease:

Implementation of this legislation, the Nurse Licensure Compact, will result in revenue decreases from the following sources:  1) Endorsement Licensure Fees from Registered Professional Nurses and Licensed Practical Nurses (Revenue Codes 5285 and 5292); and 2) Licensure Fees from Verification of Licensure to other States for Registered Professional Nurses and Licensed Practical Nurses (Revenue Codes 5302 and 5303). 

 

Assumptions:

Projected revenue decreases were based on revenue received in the above stated Codes during the FY05 biennium.  A 10% increase to the FY05 biennium revenue was projected for FY07 and FY09 biennia.

 

The Wyoming State Board of Nursing requires nurses licensed in other states who desire to practice in this state to obtain licensure in Wyoming through the process of licensure by endorsement.  Since nurses from compact states would no longer be required to obtain licensure in this state, fees from licensure by endorsement from compact states would no longer be received.

 

Entering the Nurse Licensure Compact requires each state to join “NURSYS” or the “Coordinated Licensure Information System”.    Nurses applying for licensure in this state must have their license from their original state of licensure “verified” in order to obtain licensure.  The Wyoming Board of Nursing currently charges $40.00 for verification of licensure for Registered Professional Nurses and Licensed Practical Nurses.  The fee would now go to “NURSYS” rather than the state.

This bill has administrative impact that appears to increase (or decrease) duties or responsibilities of one or more state agencies and may impact agency spending or staffing requirements. As introduced, the bill does not modify any state agency budget or current personnel authorizations.
