Source of Expenditure Increase:
The creation of a new criminal offense punishable by probation or incarceration creates a potential cost for that supervision or incarceration. Each year of incarceration, per inmate, will cost the State, in current dollars, approximately $34,200 for the cost of incarceration and approximately $10,800 for medical costs.
Assumptions:
According to the Game and Fish Department, there are approximately 10 - 25 individuals, per year, who commit second offenses as described in the proposed legislation. This would mean that the potential cost impact for incarceration pursuant to this legislation would range from $450,000 to $1,125,000 annually. The cost, however, would be reduced if any of the offenders were sentenced to probation, rather than incarceration.
