Source of expenditure increase:

School Foundation Program expenditures to fund the National Board Certification Program

School Foundation Program expenditures to provide reimbursement to districts of $2,000 for each qualifying teacher holding multiple endorsements, with payment to commence in FY 2008

Assumptions:

Funding to implement the National Board Certification Program for school year 2007-08 is contained in the Wyoming Department of Education supplemental budget request, with recommendation for approval from the Governor in the amount of $628,000. This estimate is based on the Department of Education’s estimate of 201 teachers receiving the certification through December 2007. The cost of this program is assumed to remain at $628,000 per year.

Reimbursement to districts of $2,000 for each qualifying teacher holding multiple endorsements will impact Foundation Program Account expenditures beginning in FY 2008. Because the number of qualifying teachers is unknown the fiscal impact is indeterminable at this time. It is estimated the number of teachers holding multiple certification could be as high as 780.  Within this group however, the number of teachers actually employed to teach at least 75% of the regular schedule in two or more qualifying instruction areas is currently unknown.
