FISCAL NOTE

This bill requires the Governor to include an appropriation to local governments (and the fund from which the appropriation is made) in his biennial budget recommendation that immediately precedes legislative budget sessions.

The bill also establishes a formula to determine the minimum appropriation dollar amount, based on the latest available Consensus Revenue Estimating Group (CREG) projections.

This bill is effective July 1, 2007, and would therefore first impact the December 1, 2007 biennial budget recommendation, with the appropriation dollar amount to be based upon the October 2007 CREG forecast.
