Additional cost associated with constructing versus the price of a similar improvement.

Assumptions:

1)  The above assumes the proposed language would not apply to land.

2)  The above assumes the Wyoming Department of Transportation (WYDOT) would have to pay the cost to reconstruct the improvements versus the market value of the improvements.

3)  The above is based on the assumption that WYDOT would have $3 million dollars each year in improvement acquisitions costing 50 percent more to construct versus the price of a similar improvement.
