Explanation of Model Versions

 

 

Model Version 1b

 

The 2006 Legislature through 2006 Wyoming Session Laws, Chapter 37, and following a comprehensive recalibration effort conducted in 2005, adopted a new K-12 school finance funding model, model version 1b.

 

 

Model Version 1c

 

Following the 2006 legislative session, prior to model implementation for school year 2006-2007 and as required by law, a technical review of model version 1b was undertaken to ensure the model was operating in accordance with cost-based school finance reports of consultants and provisions of law.  Several issues involving the correct operation of the model were identified as a result of this review.  In accordance with the review process and procedures established by law, the Department of Education corrected the technical errors in version 1b and created Version 1c.

Activities Component

In addition to technical corrections noted, an additional issue specific to school activities resources was identified.  Legislative action was required to correct the activities resource component and the correction was enacted by the 2007 Legislature in 2007 Wyoming Session Laws, Chapter 147, Section 4.  The enacted legislation retroactively applied the correction to school year 2006-2007, which was incorporated into Model Version 1d.

 

Model Version 1d

 

Model Version 1d included the activities correction noted above, as well as all other corrections and modifications contained in Version 1c.  In addition, Model Version 1d incorporated several minor technical corrections completed by the Department of Education in accordance with model review procedures established by law to enable accurate model functionality.

Following adjournment of the 2007 General Session of the Legislature and in the course of computing school district foundation program distributions under the block grant school funding model, several technical corrections to model components were discovered.  Pursuant to W.S. 21‑2‑202(e), the Department of Education corrected the errors detailed at the following link:

Model Version 1e incorporates the detailed technical corrections, as well as other corrections and modifications contained in Model Version 1d.  Model Version 1e serves as the official template for block grant funding and has been certified in accordance with W.S. 21‑2‑202(e), to properly execute the block grant model as described in the 2005 cost of education study and as subsequently enacted and modified by the Legislature.

 

 

 

NOTE:  Amounts resulting from calculations contained within the model workbook and spreadsheet file are based upon base year data and should NOT be interpreted or otherwise used as school district payments.

 

Actual payments for each school year will be based upon applicable school and district data as reported to the Wyoming Department of Education in accordance with School Foundation Program rules and regulations.
