"28-1 For the introduction of any bill (other than the budget bill or a bill to apportion the legislature), the following procedure will be followed:

VOTING IN COMMITTEE
4-8 (a) A member of the House who has been excused from attendance at a standing committee meeting by the committee chairman due to the member's required attendance at another legislative meeting, may file an absentee vote on a matter pending before the standing committee, provided:
(i) The member submits a signed vote form that specifically identifies the motion and the member's desired vote;
(ii) The vote form is delivered to the committee chairman before the vote on the motion is taken;
(iii) The absentee vote may be revoked by the member before the vote is taken by signing and filing a written revocation with the committee chairman or by the member personally appearing at the meeting and voting on the motion in person;
(iv) A member voting by absentee vote shall not be counted as being present for purposes of establishing a quorum. COHEE, CHAIRMAN
