(c)  In determining the most educationally and cost effective method in meeting capital construction needs, the commission in consultation with the select committee on school facilities, may recommend consolidating educational facilities within, between or among school districts. The legislature shall approve any consolidation of educational facilities between two (2) or more school districts.".

                        (ii)        The vote form is delivered to the committee chairman before the vote on the motion is taken;

 

                        (iii)The absentee vote may be revoked by the member before the vote is taken by signing and filing a written revocation with the committee chairman or by the member personally appearing at the meeting and voting on the motion in person;
