      "Section 3.  No action shall be undertaken to fill, or to begin the process of appointment for, the judicial position authorized under this act until the chief justice of the Wyoming supreme court certifies in person to the joint appropriations interim committee that suitable facilities in Sublette county have been completed and are ready for occupancy for the new judge.  Adequate facilities shall include provision for court room security, a suitable court room to accommodate a twelve (12) person jury, offices and other required auxiliary facilities.".
