AN ACT relating to the livestock board; prohibiting state participation in a national animal identification system; voiding all cooperative agreements and identification lists based on a national animal identification system; prohibiting spending of any public funds on a national animal identification system; repealing the confidentiality of livestock premises and identification records; authorizing and restricting private animal identification systems and public systems for disease control programs; and providing for an effective date.
