FISCAL NOTE

The fiscal impact, in the form of potential expenditure decreases from the School Foundation Program Account, is indeterminable.

This bill amends the site acreage qualification under which groundskeeper FTE's are generated in the block grant model, providing for aligning education site acreage to School Facilities Commission guidelines.  Funding for groundskeeper site maintenance would be limited based upon the lesser amount of: 1) actual site acreage of each facility or 2) school facilities guidelines. 

The State Superintendent may waive this limitation for sites acquired prior to July 1, 1997. The fiscal impact is indeterminable at this time due to incomplete information detailing site acquisition dates.  The Department of Education believes most sites were acquired prior to July 1, 1997.

If the State Superintendent does not waive any limitations for sites acquired prior to July 1, 1997, the Department of Education estimates a decrease in expenditures from the School Foundation Program of $9,047,772 per fiscal year.
