Source of Revenue Increase:

Increase in surcharge revenue amounts.  Currently, fund expenditures exceed fund revenue, and the fund cash balance is not expected to cover expenditures anticipated through the end of the 2007-2008 biennium.  Without this proposed increase in fund revenue, it is expected that the negative cash flow would continue into the 2009-2010 biennium, and may worsen over time.    

Assumptions:

Surcharge revenue averages $148,000 monthly.  This bill could potentially increase this by at least 50 percent.
