FISCAL NOTE

 

No significant non-administrative fiscal impact.

 

 

Assumptions:

 

1)  There is little if any liquid monetary value attached to the property rights associated with a conservation easement.

2)  Although conservation easements are considered both a contract and a property interest, the easement agreements would not give the Board of Land Commissioners the right or ability to sell or dispose of the easement for financial gain.

3)  As the properties proposed for establishment of a conservation easement would not be state trust lands, the passage or non-passage of this legislation will not have any anticipated impact on revenues.
