Source of Revenue Increase: 

A decrease in diesel fuel tax avoidance.

Assumptions:  

It is assumed that increased inspections relating to dyed diesel fuel being used unlawfully would decrease tax avoidance leading to increased diesel fuel revenue collections.  However the impact is indeterminable.
