Assumptions:

Historical data for FY 2006 and FY 2007 indicates workers’ compensation benefits were provided to approximately 60 unauthorized aliens in each respective year. Data at present for FY 2008 appears to be consistent with the foregoing.

This bill affects various programs in the Department of Health

and we expect no significant fiscal impact. The Medicaid Program already has documentation requirements in place. However the Women, Infants, and Children Program (WIC) may have federal funding reduced. The U.S. Department of Agriculture has informed states that if a state law is passed restricting services in regard to citizenship, federal funding would be reduced accordingly. Since we have no data on illegal aliens served, the fiscal impact cannot be determined.

There may be an administrative impact to both the colleges and the Wyoming Community College Commission given the need to verify citizenship and the need to verify that non-citizens are not receiving benefits as described in the bill.  However, the amount of the impact is indeterminable.
