Source of Expenditure Increase: 

The proposed bill would direct the Commission to prepare a separate General Fund budget to implement and maintain its sensitive species and nongame programs. These programs focus on the state's species of greatest conservation need with the goal of keeping Wyoming’s sensitive species under state management by not having such species successfully petitioned for listing under the federal Endangered Species Act.  The current program has four terrestrial biologist positions, one aquatic herpetologist, and one GIS analyst in addition to 48 man months of seasonal AWEC employee time.  The above figures reflect the costs of these employees. General Funds, if received, would be utilized to continue the work of this program at current levels. This budget is currently included in the Governor's 2009-2010 biennium budget exception request to the Joint Appropriations Committee and based upon the Governor's recommendation, if approved by the Wyoming State Legislature, it would result in an increase in General Fund expenditures of approximately the above amount.

 

This program would be an expansion of the Sage Grouse program, for which there is currently a General Fund standard budget for 2009-2010; additionally, the program encompasses work currently being done by the Wyoming Game and Fish Department.

 

Assumptions:  

The exception budget is approved by the Wyoming State Legislature as recommended by the Governor.
