FISCAL NOTE

 

This bill contains an appropriation of $60,000 from the GENERAL FUND to the Legislative Service Office.

This bill contains an appropriation of $7,511,030 from the GENERAL FUND to the Wyoming Department of Health.

 

Assumptions:

 

Section 1.  Strategic Alcohol Prevention Framework $600,000.  Additional funding is needed to fund each of the 23 counties and Wind River Reservation based upon the prevention needs assessment.  The state epidemiological workgroup will make recommendations to the Division based upon the single application received from each county.

Section 2. Substance Abuse Residential Treatment for Women and Women with children. $1,693,600

Sixteen additional substance abuse beds for the above population are needed in the southeastern region of the state.  Cost of daily bed is $145, based on the TANF reimbursement rates.  16 beds x $145 per day x 730 days equals $1,693,600.

Section 3.  Crisis Stabilization Services.  $5,177,430

Twenty eight additional beds are needed through out the state in order to have a continuum of care that includes this service.  Daily rates are based upon actual costs for services. Basin Region - $309.68 per day x 6 beds x 730 days equals $1,356,414; Central Region - $231.44 per day x 6 beds x 730 days equals $1,013,702; Northeast Region – 309.68 per day x 6 beds x 730 days equals $1,356,414; and Southwest Region - $248.44 per day x 8 beds x 730 days equals $1,450,900.

Section 4.  Substance Abuse Training.  $40,000

Funding for five regional trainings throughout the state supporting professional speaker fees, travel, and lodging.  When possible, the regional trainings will be incorporated with existing judges, attorney, and provider meetings in order to minimize costs.

Section 5. Select Committee on Metal Health and Substance Abuse Services. $60,000

Funding to pay the costs and expenses of the Select Committee on Mental Health and Substance Abuse Services to enable the committee to continue its study of issues during the 2008 and 2009 legislative interims.
