Source of Expenditure Increase:

By making administrative sanctions available to all parolees, rather than only those participating in the intensive supervision program (ISP), as an alternative to revocation of parole, the Department of Corrections will experience an increase in expenditures for such sanctioning.

 

Assumptions:

There are an average of 710 non-ISP parolees supervised by the Department of Corrections annually.  This number has been relatively stable over the last couple of years.  The Department experiences an approximate revocation rate of 30 percent for parolees.  Assuming an average length of administrative sanction of 14 days and at the current rate of $60 per day for such sanctioning, the annual cost to the Department would be $178,920.

 

(710 parolees x 0.3 revocation rate x 14 days x $60 daily rate = $178,920)

 

Changes in the number of parolees supervised, the revocation rate, length of sanction, or daily rate would impact the actual cost to the Department.
