Under current statutes, the
rate of salary and per diem to be paid to members of a number of boards and
commissions is tied to the salary and per diem paid to state legislators.
Legislation enacted in 2005 that will become effective in 2009 will modify
compensation paid to legislators by authorizing salary for days spent preparing
for committee meetings as well as salary for days a legislator travels to and
from meetings. The 2005 legislation did not purport, however, to apply these
compensation changes to the referenced boards and commissions.
· This bill clarifies that reference to legislative compensation in other statutes establishing the amount of per diem or salary to be paid members of boards and commissions is deemed to be a reference to the rate of legislative compensation only and is not authorization for salaries to be paid for travel or meeting preparation days.
