AN ACT relating to the Crime Victims Compensation Act; authorizing expenditures from the crime victims' compensation account as specified; increasing the surcharge assessed in certain criminal cases as specified; authorizing the victim services division of the attorney general's office to initiate contempt and collection proceedings as specified; and providing for an effective date.
