AN ACT relating to railroads and public highway crossings; providing for the transportation commission to administer a program for the establishment of railroad quiet zones or wayside horns in the vicinity of grade crossings in populated areas as specified; creating a subaccount within the highway fund; requiring reports; providing an appropriation; providing for reimbursement of the general fund appropriation as specified; and providing for an effective date.
