Joint APPROPRIaTIONS Interim Committee Meeting Summary (JUNE 20, 2008)

 

The Joint Appropriations Interim Committee met via videoconference from 8:00 a.m. until 9:00 a.m. on Friday, June 20, 2008 to discuss the addition of a district court judge in Sublette County, and also to review work done by the Department of Administration & Information analyzing costs and benefits of leasing versus buying computer equipment for state agencies.  This meeting was followed by a joint session with the Joint Revenue Interim Committee, also via videoconference, which took place from 9 a.m. until 10:50 a.m.

 

Call To Order

Co-Chairman Nicholas called the meeting to order at 8:00 am. 

 

The following sections summarize the Committee proceedings by topic. 

 

NEW JUDGE POSITION IN SUBLETTE COUNTY

Chief Justice Voigt discussed with the Committee the need to proceed in hiring a new district court judge in Sublette County.  He provided information about the ability of the county courthouse to adequately house and support the new judge (see Appendix 1).  According to Chief Justice Voigt, all necessary provisions have been made, and upon approval of the Appropriations Committee, the hiring process will begin.  This approval is required by section 3 of Chapter 120 in the 2008 Session Laws.  The Committee voted 9-0 in favor of approving the additional position, with Senators Job, Peterson, and Townsend excused.

 

COMPUTER PURCHASE VERSUS LEASE ANALYSIS

Mr. von Wolfradt presented the analysis prepared by the Department of Administration & Information, as required by Section 315 of the 2008 appropriations act (see Appendix 2).  The conclusion of the study is that purchasing computer equipment should prove to be slightly more cost effective than leasing.  Substantial cost savings would be realized under either scenario through the consolidation of computer equipment procurement for all state agencies into one purchasing unit.
