"(e) On the basis of information supplied by a school bus driver, school administrator or school district personnel containing the basic description of the vehicle and driver, the license plate number of the vehicle involved in an alleged violation of subsection (a) of this section, and the time and approximate location of the alleged violation, a peace officer may issue a citation for the alleged violation to the owner of the vehicle. Information provided pursuant to this subsection may serve as probable cause to issue a citation for the purposes of W.S. 7-2-103(a) and creates a rebuttable presumption that the owner of the vehicle was the driver of the vehicle at the time the alleged violation of subsection (a) of this section was observed.".
