"Section 4.

(a)  The department of education shall initiate necessary school finance information system modification and construction such that the system incorporates real-time data access capacity and capability between the department and school districts enabling data collection, reporting and usage to be more efficient, timely and accessible.  To accomplish this purpose, the department shall:

(i)  Ensure documentation and standardization of education data warehouses no later than June 30, 2010;

(ii)  Provide technical assistance to school districts such that by not later than June 30, 2010, each district's student information system implements school interoperability framework protocols as directed by department rule and regulation;

(iii)  Address agency school finance and student assessment information silos such that data collection and analysis are allowed to cross department organizational boundaries providing dual data collection and analysis;

(iv)  Provide training and development of appropriate school district employees in the use of student information generated under school finance information systems and translation of this information into the evaluation and improvement of student achievement and teacher performance;

(v)  Establish and provide district training programs directed at ensuring validity and integrity of district data entry into the information system.

(b)  To the extent authorized by and within the purposes specified and attached to such funds, from amounts received by the state from the federal government under the American Recovery and Reinvestment Act of 2009 for programs administered by the department of education, there is appropriated two hundred fifty thousand dollars ($250,000.00).  This appropriation shall be expended by the department to carry out subsection (a) of this section and to transform education data, student information system data and school finance data into usable information to assist the legislature, the department, school districts and external stakeholders and to coordinate statewide education and school finance data analysis efforts.  The department is authorized one (1) additional at-will full-time position to serve as the department education information officer and the department may use this appropriation for necessary contractual expertise to implement this section.

(c)  The department shall report progress under this section to the joint appropriations committee and the joint education interim committee not later than November 1, 2009, enumerating student information system improvements, reconstruction efforts and district compliance with system requirements, together with detailed statements of expenditures of amounts appropriated under this section.

(d)  In addition to subsection (c) of this section and not later than November 1, 2009, the department shall report to the joint education interim committee on the application of modifications and improvements to the student information system in accordance with this section, to recalibration of the education resource block grant model under W.S. 21‑13‑309(t), the allocation and use study effort on education resources conducted under 2008 Wyoming Session Laws, Chapter 95, Section 801, and to other ongoing school finance issues under review by the committee.".  HARSHMAN, HAMMONS, MCKIM, MCOMIE

(vi)  For school year 2009‑2010, assess a per meal food service fee of not less than ninety percent (90%) of the average food service fee imposed statewide.".  HARSHMAN

(f)  Each district shall report annually to the department of education on food service program revenues, expenses, program operations and program policies and procedures in a manner and level of detail required by department rule and regulation.  The department shall compile reported information and submit the compilation to the joint education interim committee not later than December 1 of each school year.  In addition, information compiled under this subsection shall be maintained by the department for use in 2010 model recalibration and development of a cost-based model component for food service programs.".
