No significant fiscal or personnel impact.

This bill will have no fiscal impact on revenues as it is merely a clarification of the original intent of the manufacturers equipment exemption.  By providing the authority to assign an agent for the manufacturer, real property contractors will be allowed to purchase equipment that will be incorporated into the contract without paying the tax.  The original exemption would have required the contractor to pay the tax even though this was equipment for a manufacturer.
