FISCAL NOTE

This bill contains an appropriation of $1,500,000 from the GENERAL FUND. This appropriation is effective immediately. Of this appropriation, $1,000,000 is appropriated to the proposed Emergency Medical Services Sustainability Trust, $100,000 is appropriated to the Emergency Medical Services Sustainability Trust Income Account, and $400,000 is appropriated to the Department of Health to be expended for the purpose of funding the regional emergency medical service coordinator positions. This bill contains an authorization of 5 AWEC positions.

Source of revenue increase:  Trust Account-Investment income generated from the $1,000,000 general fund appropriation.

 

Assumptions:  The above assumes the proposed trust account is invested in the State Agency Pool, which (using the October 2008 CREG estimates) has an anticipated yield of 4.81% for fiscal years 2010, 2011 & 2012. Any additional monies deposited into the Trust Account, which is indeterminable, will also generate investment income at this same rate.  Please note, however, that the anticipated yield could change with the January CREG 2009 forecast.

 

Investment income from the proposed trust and the $100,000 appropriation are available for grants to improve delivery and quality of emergency medical services. The expenditure of these funds will depend on how many entities/individuals apply for grants, and the application procedure established by rule and regulation.
