Source of revenue increase (decrease): Redistribution of sales and use taxes from the General Fund to cities and towns, in the form of impact assistance payments for oil and gas production activities, upon approval by the Industrial Siting Council

 

Assumptions:

 

It is assumed that 33 cities and towns would apply for and receive Impact Assistance funds at an average of $1.0 million per request (paid over a 36 month period).

 

It is assumed that the proposed impact assistance payments would level off at $6 million per year after FY 2012.

This bill has administrative impact that appears to increase (or decrease) duties or responsibilities of one or more state agencies and may impact agency spending or staffing requirements. As introduced, the bill does not modify any state agency budget or current personnel authorizations.

The following state agencies will be asked to provide their estimate of the administrative fiscal impact prior to the first committee meeting held to consider the bill:
