FISCAL NOTE

 

This bill contains an appropriation of $105,000,000 from the SCHOOL FOUNDATION FUND to the Department of Education.

 

For school years 2009-10 and 2010-11, the proposed bill shifts specified at-risk elements contained in the block grant model and funds them outside of the block grant model as categorical grants, limited to the appropriation of $105,000,000.  Further, the Department of Education is granted authority to withhold a portion of funds for non-compliance.

 

In addition and commencing with academic year 2010-11 and each year thereafter, the Department of Education is to pay, from funds in excess of amounts recommended by consultants during 2005 model recalibration and withheld from districts, the costs of tuition.
