FISCAL NOTE

This bill contains an appropriation of $14,296,010 from the GENERAL FUND to the Wyoming Department of Health.

 

Discussion of Appropriation:

Section 1. Ten (10) full-time master’s degree level therapist $700,000. Additional funding is needed to fund 10 FTE @ $70,000 per year for salaries and benefits based upon one FTE per 25,000 populations.

Section 2. A supported independence program within a single region (SIP) $260,000. Based upon current cost estimations $260,000 is needed annually to fully fund one region providing SIP services.

Section 3. Crisis Stabilization Services $3,003,400. Thirty additional beds are needed through out the state in order to have a continuum of care that includes this service. Daily rates for the Southwest region are approximately $251.14 per day x 6 beds x 365 days equal $550,000; Northeast region- approximately $301.37 per day x 6 beds x 365 days equal $660,000; Central region- approximately $258.17 per day x 6 beds x 365 days equal $565,400; Basin region- approximately $351.60 per day x 6 beds x 365 days equal $770,000; Southeast region- $209.13 approximately $209.13 per day x 6beds x 365 days equal 458,000.

Section 4. Adult acute psychiatric care total $3,500,000. Funding to provide acute psychiatric care in five regions will cost $700,000 per region annually. 

Section 5. Co-occurring conditions treatment programs $3,646,940. Funding to provide services for persons with co-occurring disorders of mental illness and alcohol or substance abuse in four regions will cost $866,235 per region annually. Of the $3,646,940, $911,735 will be used to assist each region with start-up costs to include administrative and other necessary personnel and equipment costs, and will not be needed in FY 11-12.

Section 6. Salary increases for substance abuse treatment center personnel $1,359,522. Funding to support an approximate 6% salary increase is needed for direct care personnel in community substance abuse treatment centers.

Section 7. Salary increases for mental health treatment center personnel $1,826,148. Funding to support an approximate 6% salary increase is needed for direct care personnel in community mental health centers.
