FISCAL NOTE

 

This bill contains an appropriation of $5,100,000 from the GENERAL FUND to the Department of Insurance.  This appropriation is effective immediately.

 

This bill contains an appropriation of $50,000 from the GENERAL FUND to the Department of Health. This appropriation is effective immediately.

 

This bill contains an appropriation of $100,000 from the GENERAL FUND to the Department of Health.

 

Discussion of Appropriations:

$50,000 is appropriated to the Department of Health to expend on collecting and evaluating data related to the first year of the project.

 

$100,000 is appropriated to the Department of Health to expend on collecting and evaluating data related to the period of July 1, 2010 to June 30, 2012.

 

$5,100,000 is appropriated to the Department of Insurance for contracting with the Wyoming Health Insurance Pool Board to implement the project for the first year. 

 

 

Assumptions:

This bill creates a health care reform demonstration project to provide health care insurance coverage for a specific segment of the Wyoming population.  The bill also creates a benefit design committee to be appointed by the Governor which will develop the overall health care benefit plan for approval by the Wyoming Health Insurance Pool Board and by the Governor.  The bill does provide that participants will pay premiums for a high deductible insurance plan on a sliding scale based upon income and participants will also contribute to a personal health account.  These payment amounts cannot be determined until the benefit design committee has completed their work.
