Sources of expenditure (decrease): Room & board costs of court ordered placements in BOCES facilities currently paid by Department of Family Services (DFS) from General Fund

 

Source of expenditure increase: Reimbursements from Wyoming Department of Education (WDE) to school districts of tuition costs and room & board costs for court ordered placements in BOCES facilities from the School Foundation Fund

 

Assumptions:

There are three BOCES in Wyoming that serve court ordered placed students along with district placed students. All of the students, both court placed and district placed, are classified as special education students. Special education expenditures are reimbursed to the districts from School Foundation Program budget.

 

School districts would now pay tuition and room & board costs for court ordered placements into BOCES facilities. The WDE would now reimburse school districts quarterly for their special education tuition expenditures for their court ordered placed students in the BOCES. In addition, WDE would reimburse the school districts quarterly for their payments to the BOCES for the room and board costs and treatment costs that are currently paid by DFS. These amounts would need to be added to the School Foundation Program budget 4101.

 

The estimates above are based on a review of costs of the three BOCES, with modest increases assumed for FY011 and FY012.

 

WDE and DFS would no longer directly pay the BOCES for court ordered placed students at the three BOCES facilities. School districts will now be reimbursed for these costs from the WDE through the School Foundation Program.
