Source of expenditure increase:
Reimbursements to school districts for the cost of seat belts on school buses
Assumptions:
Each year Wyoming purchases approximately 100 school buses of varying sizes. The most common is a 66 passenger Type C bus with 22 seats in them. At the present time, a school bus seat equipped with three-point lap/shoulder belts capable of seating three students would cost $550 more than the present seats. That would result in an additional cost of $12,000 per bus.
Since the Department of Education reimburses local school districts 100% of the expenditures for school buses, this cost would be reimbursed from the School Foundation Program. With 100 buses purchased each year, the additional cost to the state would be $1,200,000 per year.
