Catch Title:       Rangeland monitoring.

 

Subject:  Conservation district authority and participation in rangeland monitoring.

 

Summary/Major Elements:

 

·         Currently the state board of agriculture is required to monitor all conservation district activity and to collaborate with state, federal, regional, interstate and local entities to promote conservation of state lands and resources.

 

·         The bill adds requirements to the state board of agriculture's responsibilities, as follows:

o       To monitor and fund conservation districts' enumerated duties;

o       To designate a lead district to coordinate with Wyoming bureau of land management field offices, when appropriate;

o       To participate in livestock grazing plans, permit renewals and resource plans; and

o       To procure office space for contract employees to perform duties associated with this act.

 

COMMENTS: This bill was vetoed by the Governor on March 18, 2009.  The Governor stated that the counties, rather than the conservation districts, should control the processes surrounding rangeland monitoring and grazing.  The Governor's action was taken after the original bill summary was prepared.  This summary supplants the original.
