Catch Title:       Bullying prevention.

Subject:  Harassment, intimidation and bullying in schools.

Summary/Major Elements:

· By December 31, 2009, school districts are required to implement district policies prohibiting harassment, bullying and intimidation at school, as prohibited by law under the enacted legislation;

· District policies are required to meet minimum criteria specified by statute;

· By September 1, 2009, the department of education is directed to develop model policies and program standards for preparation for the identification and prevention of bullying.  The department is further directed to provide training programs and technical assistance to districts for implementing district policies;

· Provision is made to not create or alter any civil liability under this act, but the defense of immunity is retained and may be asserted in any action arising under this act.

Comments:

• The enacted legislation is titled the "Safe School Climate Act".
