Catch Title:       School finance-instructional facilitator program.

 

Subject:  Supplemental assistance under the school foundation program for instructional facilitators and instructional coaches.

 

Summary/Major Elements:

 

·         Financial assistance in addition to the foundation program entitlement generated under the education resource block grant model is provided for school-based instructional facilitators and coaches to assist schools with providing ongoing instructional coaching and mentoring;

 

·         School districts must apply to the department of education to receive supplemental assistance, documenting provision of statutorily required program components;

 

·         Under the enacted legislation and except for facilitators or experienced teachers employed prior to June 30, 2009, districts must employ facilitators with a least five years of teaching experience and holding either a masters degree or national board certification;

 

·         Districts must also document that the program will prioritize facilitator use based upon student achievement gains, that the program contain specified components focused on facilitator quality and that the program does not use facilitators for specified administrative and other non-instructional improvement purposes.
