Summary/Major Elements:

· The act allows the public service commission to promulgate rules and regulations for issuance of certificates of authority for the construction of high voltage transmission lines in segments.

· Issuance of a segment certificate of authority will be limited to segments where the public utility has obtained all required rights-of-way within the segment, notice has been provided to all landowners along the entire length of the proposed transmission line and landowners have been provided an opportunity for a hearing.

· Certificates of authority for segments will be limited to not more than ten mile segments unless the segment is entirely on state or federal land, the segment is located between a substation or switching station and the state line or the segment is located entirely between substations or switching stations.
